Install buried fiber along separate routes–one via Pensacola and one via Tallahassee.  Current fiber links are both along Hwy 20 right-of-way, east to Tallahassee. 

Separate redundant routes will reduce risk of mass communications service loss and improve data management efficiency via routing options.
